        A bill to amend 1967 PA 281, entitled

   "Income tax act of 1967,"

   by amending section 51b (MCL 206.51b), as added by 1999 PA 2.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

           Sec. 51b.  On and after January 1,  2000 and before January

 2
      1, 2001  2002, for receiving, earning, or otherwise acquiring

 3
      income from any source whatsoever, there is levied and imposed

 4
      upon the taxable income of every person other than a corporation

 5
      a tax at the  rate of 4.3%  FOLLOWING RATES IN THE FOLLOWING

 6
      CIRCUMSTANCES:

 7
           (A) FOR TAX YEARS THAT BEGIN ON AND AFTER JANUARY 1, 2002

 8
      AND BEFORE JANUARY 1, 2003, 4.0%.

           (B) FOR TAX YEAR THAT BEGIN ON AND AFTER JANUARY 1, 2003,

      3.9%.

           Enacting section 1.  This amendatory act does not take

      effect unless House Bill No. 4728 of the 90th Legislature is
