Rep. Bieda, having reserved the right to explain his protest against the passage of the bill, made the following statement:

"Mr. Speaker and members of the House:

I appreciate the intent of this bill. I recognize that Michigan is experiencing a large loss of farmland due to developmental pressures. Be that as it may, I voted against this bill because of the unknown fiscal impact of this change, and because of technical concerns that this bill, however good intentioned, would turn the equalization process upside down, binding the hands of the State Tax Commission and county equalization directors in terms of the very equalization process they are required to administer. Because of these concerns, I voted no on final passage of HB 4702 H-2."

House Concurrent Resolution No. 28.

A concurrent resolution approving the conveyance of property to the State Building Authority and approving a lease among the State of Michigan, the State Building Authority, and Lake Superior State University relative to the Lake Superior State University Arts Classroom Building.
