"The American Dream For We the People. There are those who want to change the American Dream. They want you to accept that only Government has a plan, that only Government can decide your destiny through its imagination.

It is now time to put an end to their illusions. It is now time to return our fate into our hands, the hands that built this country, the hands created by our ancestors who risked their lives and sacrificed so that we could prosper in a stronger nation.

Do not let the efforts of our mothers be forgotten. Do not let the visions of our fathers be ignored. And never forsake the memory of our veterans who shed their blood on foreign soil so we could have a future in a land that is free.

We are the phenomena of the world. The treasure of history. I say we achieved this greatness through the will and diversity of all the people. Not the Government.

The American dream is for all of us to pursue. The only limitations we have are those we place upon ourselves. Let only God show us a better way. Amen."

House Resolution No. 239.

A resolution commemorating Saturday, May 1, 2004, as Law Day in the state of Michigan.

Whereas, It is with deep appreciation for all the hard work, dedication, and commitment from the attorneys of the State Bar of Michigan and the Genesee County Bar Association that we give the highest accolades in celebrating Law Day on May 1, 2004; and

Whereas, Law Day is a celebration of our great heritage of liberty, justice, and equality under the law, serving to educate the community about the rule of law and its role in preserving our freedoms; and

Whereas, This is best represented by the Supreme Court case of Brown v. Board of Education, whose 50th anniversary takes place on May 17, 2004. This landmark decision propelled the nation's march towards equality. It inspired and gave heart to the civil rights movement. This case ushered in an unprecedented era of progress that is a testament to the legal system's ability to establish and protect our rights. The hard work and dedication provided by attorneys was instrumental in ending legally imposed segregation in the schools, parks, libraries, and all other public institutions; and

Whereas, The hard work of the dedicated lawyers in such cases as Brown v. Board of Education, and in hundreds of other milestone cases, demonstrates the highest standards of advocacy in the service of a great cause; and

Whereas, Bar Association members across the state of Michigan and Genesee County celebrate Law Day every May 1 in order to educate the community about the rule of law and its role in preserving our freedoms as well as helping to raise visibility of Law Day and all that it celebrates; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body commemorate May 1, 2004, as Law Day in the state of Michigan; and be it further

Resolved, That a copy of this resolution be transmitted to the attorneys at the State Bar Association of Michigan and the Genesee County Bar Association.

Pending the reference of the resolution to a committee,

A bill to amend 1978 PA 390, entitled "An act to regulate the time and manner of payment of wages and fringe benefits to employees; to prescribe rights and responsibilities of employers and employees, and the powers and duties of the department of labor; to require keeping of records; to provide for settlement of disputes regarding wages and fringe benefits; to prohibit certain practices by employers; to prescribe penalties and remedies; and to repeal certain acts and parts of acts," by amending section 6 (MCL 408.476).

With the recommendation that the following amendments be adopted and that the bill then pass.

1. Amend page 1, line 1, after "Sec. 6." by inserting "(1)".

2. Amend page 2, following line 18, by inserting:

"(2) An employer that pays wages to an employee under subsection (1)(c) shall provide the statement required under section 9(2) in writing if requested by the employee.".

However, if a permit is no longer required by the permittee in the next fiscal year, the department shall do the following:

(a) If the credited amount is $50.00 or more, the department shall provide a refund to the permittee for the credited amount.

(b) If the credited amount is less than $50.00, the department shall provide a credit to the permittee for an annual groundwater discharge permit fee that may be required in a subsequent year.".
