CONTENT
The bill would amend the Revised Judicature Act to provide for a one-time lapse of $1.5 million from the available balance of the Judicial Technology Improvement Fund (JTIF) to the General Fund at the end of fiscal year 2004-05. Under current law, any unencumbered balance in the JTIF remains in the Fund.

FISCAL IMPACT
This bill would implement part of the target agreement to balance the FY 2004-05 budget. Public Act 155 of 2003, the FY 2003-04 budget bill for the Judiciary, appropriated $6.0 million from the reimbursement of Federal penalties for the Child Support Enforcement System to the JTIF for court technology improvements. Public Act 309 of 2004 reduced that appropriation to $4.5 million, leaving a $1.5 million surplus in the JTIF, which under the bill would lapse to the General Fund.
