SUBSTITUTE FOR
SENATE BILL NO. 1081
A bill to amend 1909 PA 283, entitled
"An act to revise, consolidate, and add to the laws relating to
the establishment, opening, discontinuing, vacating, closing,
altering, improvement, maintenance, and use of the public
highways and private roads; the condemnation of property and
gravel therefor; the building, repairing and preservation of
bridges; maintaining public access to waterways under certain
conditions; setting and protecting shade trees, drainage, and
cutting weeds and brush within this state; providing for the
election or appointment and defining the powers, duties, and
compensation of state, county, township, and district highway
officials; and to prescribe penalties and provide remedies,"
by amending section 2 (MCL 225.2).
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 2. (1) The
department of state highways and
2 transportation shall administer ridesharing programs in the state
3 and shall do all of the following:
4 (a) Develop a comprehensive state ridesharing program. The
5 program shall examine and recommend application of various
6 ridesharing methods, including carpooling, vanpooling,

1 buspooling, park-and-ride lots, and public transportation.
2 <<(b) Provide
technical assistance to local transportation
3 and planning agencies.>>
4 <<(c)>> Develop and maintain computer or manual matching
5 systems for ridesharing programs.
6 <<(d)>> Contract with public
and private organizations
7 to perform ridesharing matching programs. However, if a private
8 organization is not available, the department of transportation
9 may contract with a public organization.
10 <<(e)>> Develop and undertake ridesharing promotional
11 programs.
12 <<(f)>> Coordinate the development of a statewide program
13 of park-and-ride lots.
14 <<(g)>> Coordinate and encourage the development of
15 highway facilities which give preferential treatment to
16 ridesharing vehicles.
17 <<(h)>> Develop and manage state ridesharing programs.
18 (2) The
legislature shall annually appropriate sufficient
19 funds to implement
this section.
