A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
by amending section 675d (MCL 257.675d), as amended by 2000 PA
268.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 675d. (1) A law enforcement agency or a local unit of
2 government may implement and administer a program to authorize
3 and utilize persons other than police officers as volunteers to
4 issue citations as described in sections 742 and 743 for the
5 violations described in section 674(1)(s), 674(1)(t), or
6 674(1)(aa) or a local ordinance substantially corresponding to
7 section 674(1)(s), 674(1)(t), or 674(1)(aa). Before authorizing
8 and utilizing persons other than police officers to issue
9 citations, the law enforcement agency or local unit of government
10 shall implement a program to train the persons to properly issue
1 citations as provided in this section. A person who successfully
2 completes a program of training implemented pursuant to this
3 section may issue citations as provided in this section as
4 authorized by the law enforcement agency or local unit of
5 government. A law enforcement agency of a local unit of
6 government shall not implement or administer a program under this
7 section without the specific authorization of the governing body
8 of that local unit of government.
9 (2) As used in this section:
10 (a) "Law enforcement agency" means a police agency of a city,
11 village, or township; a sheriff's department; the department of
12 state police; or any other governmental law enforcement agency in
13 this state.
14 (b) "Local unit of government" means a state university or
15 college, county, city, village, or township.
