A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
by amending section 803e (MCL 257.803e), as amended by 1998 PA
68.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 803e. (1) A person who has been a prisoner of war may
2 make application to the secretary of state for a special
3 registration plate, which shall be inscribed with special
4 identification numbers preceded by the letters "EX-POW" and shall
5 have the words "ex-prisoner of war" inscribed beneath the
6 registration number.
7 (2) A person who was a member of the armed services during
8 World War I may make application to the secretary of state for a
9 special registration plate, which shall be inscribed with special
10 identification numbers preceded by the letters "WWI" and shall
1 have the words "World War I veteran" inscribed beneath the
2 registration number.
3 (3) A person who was a member of the armed services during
4 1941, stationed at a United States military or naval
5 establishment at Pearl Harbor in the Hawaiian islands, and who
6 survived the attack by Japan on Pearl Harbor on December 7, 1941
7 may make application to the secretary of state for a special
8 registration plate, which shall be inscribed with special
9 identification numbers and shall have the words "Pearl Harbor
10 survivor" inscribed beneath the registration number.
11 (4) A person who is a recipient of the purple heart medal may
12 make application to the secretary of state for a special
13 registration plate, which shall be inscribed with special
14 identification numbers and shall have the words "combat wounded
15 veteran" inscribed beneath the registration number. In addition,
16 the special registration plate described under this subsection
17 shall be inscribed with a vignette of the official purple heart
18 medal.
19 (5) A person who is a member of the special forces
20 association, Michigan chapter may make application to the
21 secretary of state for a special forces special registration
22 plate, which shall be inscribed with special identification
23 numbers and shall have the words "special forces" inscribed
24 beneath the registration number.
25 (6) (5) Application
for a special registration plate shall
26 be on a form prescribed
by the secretary of state , and shall
27 be accompanied by any proof of the applicant having been a
1 prisoner of war, World War I veteran, Pearl Harbor survivor, or
2 recipient of the purple heart medal or being a member of the
3 special forces association, Michigan chapter which the secretary
4 of state may require. The application for a special registration
5 plate shall also be accompanied with payment of a $5.00 service
6 fee.
7 (7) (6) Upon
proper application and payment of the $5.00
8 service fee, the secretary of state shall issue 1 or more special
9 registration plates for each applicant for use on a passenger
10 vehicle. A person who is disabled who makes application for a
11 special registration plate under this section and who makes
12 payment of the $5.00 service fee shall be issued a tab for
13 persons with disabilities as provided in section 803f for his or
14 her special registration plate. The secretary of state shall
15 require the same proof that the applicant is a disabled person as
16 is required for issuance of a permanent windshield placard under
17 section 675. A person is entitled to 1 special registration
18 plate issued under subsection (1) which is exempt from payment of
19 the tax provided in section 801. A person who is issued an
20 additional special registration plate under subsection (1) shall
21 be assessed the applicable tax provided for in section 801. A
22 person issued 1 or more special registration plates under
23 subsection (2), (3), or
(4), or (5) shall be assessed the
24 applicable tax provided in section 801.
25 (8) (7) The
use of a special registration plate on a
26 vehicle other than the vehicle for which the plate is issued, or
27 by a person who does not qualify under this section, is a
1 misdemeanor.
2 (9) (8) The
special registration plate issued under this
3 section expires on the birthday of the vehicle owner in a year in
4 which new plates are issued by the secretary of state.
5 Application for renewal of the special registration plate shall
6 be accompanied by a $5.00 service fee. The applicant is not
7 required to furnish the
proof provided in subsection (5) (6).
