A bill to amend 1972 PA 230, entitled
"Stille-DeRossett-Hale single state construction code act,"
(MCL 125.1501 to 125.1531) by adding section 4a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 4a. (1) Beginning the effective date of the amendatory
2 act that added this section and until standards are adopted as
3 part of the codes under subsection (3), the radon mitigation
4 standards contained in the standard practice for installing radon
5 mitigation systems in existing low-rise residential buildings,
6 ASTMI E 2121, are adopted and incorporated by reference as
7 standards for mitigation of radon in both new and existing
8 residential buildings. After construction has been completed of
9 new residential buildings, they shall be tested for the presence
10 of radon with a system using radon reduction detection
11 techniques.
1 (2) Upon detection of radon, a passive system must be
2 installed and activated using radon mitigation fans in any new or
3 existing residential building having a radon level that exceeds
4 4/ci/o per liter. Beginning the effective date of the amendatory
5 act that added this section and until standards are adopted as
6 part of the codes under subsection (3), the radon detection and
7 measurement standards contained in the following are adopted and
8 incorporated by reference as standards for detection and
9 measurement in both new and existing residential buildings:
10 (a) Indoor radon and radon decay product measurement device
11 protocols, EPA 402-R-92-004, July 1992.
12 (b) Protocols for radon and radon decay product measurement
13 in homes, EPA 402-R-92-003, June 1993.
14 (3) Beginning the next code cycle as described in section 4
15 after the effective date of the amendatory act that added this
16 section, the residential building code, R 408.30501 to R
17 408.30538 of the Michigan administrative code, shall contain
18 standards for residential buildings located in zone 1 and zone 2,
19 as described in the environmental protection agency's map of
20 radon zones--Michigan, EPA 402-R-93-042, providing for radon
21 resistant reduction detection techniques in the construction of
22 new residential buildings.
