A bill to authorize the implementation and administration of
a medical benefit plan for certain school employees; to provide
for its creation and operation; and to prescribe powers and
duties of certain state officers and agencies.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1. As used in this act:
2 (a) "Department" means the department of civil service.
3 (b) "Medical benefit plan" means a benefit plan that includes
4 medical health insurance benefits implemented by the department
5 under this act. A medical benefit plan may also include optical,
6 dental, or other benefit coverages as determined by the
7 department.
8 (c) "School employee" means an employee of a school district,
9 a public school academy, or an intermediate school district, as
10 those terms are defined in the revised school code, 1976 PA 451,
1 MCL 380.1 to 380.1852.
2 Sec. 2. Beginning October 1, 2005, the department shall
3 implement and administer a medical benefit plan for school
4 employees. The medical benefit plan shall be similar to the plan
5 that is offered to nonrepresented state civil service employees
6 of this state.
7 Sec. 3. (1) If a school district contracts with the
8 department to provide its school employees with a medical benefit
9 plan, the school district shall pay the actual cost of the
10 medical benefit plan, including actual and reasonable
11 administrative costs, to the department as determined by the
12 department.
13 (2) A school district is not required to provide a medical
14 benefit plan to school employees under this act.
