A bill to establish commemorative coins for certain members
of the military; to provide a method of funding; and to prescribe
the powers and duties of certain state agencies and officials.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1. This act shall be known and may be cited as the
2 "honoring veterans of the war on terror act".
3 Sec. 2. As used in this act, "department" means the
4 department of military and veterans affairs.
5 Sec. 3. (1) The department shall implement the decal
6 fund-raising program.
7 (2) The department shall approve an appropriate design for
8 the production of decals to be marketed and sold to the general
9 public. The proceeds from the decal fund-raising program shall
10 be used to finance the commemorative coin project.
11 (3) On or before July 1, 2005, the department shall determine
1 and authorize the most efficient manner for the design,
2 production, and distribution of the decal. On or before
3 August 1, 2005, the department shall authorize the decal design.
4 On or before September 1, 2005, the decals shall be produced and
5 the department shall implement the marketing and sale of the
6 decals.
7 Sec. 4. (1) No later than January 1, 2006, the department
8 shall determine whether the net proceeds from the sales of the
9 decals are sufficient to implement the commemorative coin
10 project.
11 (2) If the department decides not to proceed with the
12 commemorative coin project, the department shall utilize the net
13 proceeds from the sale of decals for the benefit of persons on
14 active duty in the army national guard and the air national guard
15 of this state.
16 (3) If the department determines that the net proceeds from
17 the sale of decals are sufficient to implement the commemorative
18 coin project, the net proceeds from the sale of the decals shall
19 be used to establish the commemorative coin project.
20 Sec. 5. (1) If the commemorative coin project is
21 established, the department shall determine and authorize the
22 most efficient manner for the design, production, and
23 distribution of the commemorative coins on or before July 1,
24 2006.
25 (2) In considering the design of the coin, the department
26 shall consider designs that commemorate military service during
27 the war on terror.
1 (3) If the commemorative coin project is implemented, the
2 department shall authorize a design on or before August 1, 2006,
3 and commemorative coins shall be produced no later than
4 September 1, 2006. If the commemorative coin project is
5 implemented, commemorative coins shall be produced and delivered
6 to every member of the army national guard and air national guard
7 of this state no later than December 31, 2006.
